Funders, investors and buyers say yes to people they already know far more often than to strangers. This guide gives the numbers behind that, the conversation each of them invites before you apply, the rules that keep buyer contact legal, a routine a three-person team can keep, and the North West rooms worth an evening, checked on 18 October 2026.

  • Esmée Fairbairn, 2023: 7% of cold website expressions of interest were invited to a full proposal; 88% of invited and follow-on ones were. Roughly 6.5 in 100 funded against 85 in 100.1
  • Almost every funder offers a conversation first. A Heritage Fund Project Enquiry gets "feedback on your idea within 10 working days"; Innovate UK Business Connect runs briefings and drop-in clinics for most competitions.611
  • Talking first mostly saves you from bad bids: 75% of groups taking one City of London Corporation grants team's pre-application advice chose not to apply.5
  • Buyers may talk to you before a tender, but only through recorded preliminary market engagement. A supplier with an unfair advantage that cannot be removed is excluded.19
  • The best North West doors are free and recurring: Venture Café Manchester every Thursday, Daresbury's breakfast ten times a year, Sciontec's funding clinics, chamber networking.
  • No study links a pre-application call to winning. The evidence is funnels and the funders' own advice; the routine below is practice, not proof.

The reality: known applicants win more often

  • 7% of Esmée Fairbairn's 1,030 eligible website expressions of interest were invited to a full proposal in 2023; 93% of those were funded1
  • 88% of its 191 invited and follow-on expressions of interest went to full proposal; 97% were funded1
  • 75% of organisations taking City of London Corporation pre-application advice decided not to apply (grants 2020-21 to 2024-25)5
  • 1 in 3 Garfield Weston 2019 grantees found the fund through an umbrella body, against 1 in 5 unsuccessful applicants4

Esmée's own 2023 figures show the two queues side by side.1 The cold route: 1,030 × 7% ≈ 72 invited, × 93% ≈ 67 funded, about 6.5 in 100, which matches the 6.5% Esmée published for its website route (3.1% in 2022).2 The invited route: 191 × 88% ≈ 168, × 97% ≈ 163, about 85 in 100.

Esmée Fairbairn, cold website route, 2023
1,030Eligible expressions of interest
72Invited to full proposal (7%)
67Funded (93%)about 6.5 in 100
Esmée Fairbairn, invited and follow-on route, 2023
191Expressions of interest
168Invited to full proposal (88%)
163Funded (97%)about 85 in 100

The invited route is mostly organisations Esmée already funds or has met, so part of the gap is selection: they were known because they had delivered. Being known moves you from the 7% queue to the 88% queue. One phone call does not.

Garfield Weston's 2019 Anniversary Fund points the same way: a third of grantees had heard of it through an umbrella or infrastructure body, against 20% of unsuccessful applicants, and about 1,700 of its 2,300-plus applications arrived in the last three days.4 Membership bodies hear early.

What each funder offers before you apply

Funder Before you apply After a decision
National Lottery Heritage Fund, £10,000 to £250,000 Optional Project Enquiry: "feedback on your idea within 10 working days"; decisions aimed at eight weeks, taken monthly6 If refused, "you must talk to us about this before reapplying"6
Esmée Fairbairn An expression of interest "intended to be quick – to avoid people investing more time applying if it is unlikely we will fund the work"; Q&A webinars1; minimum grant £30,000, turnover over £100,0003 A fit gets a conversation before the full proposal1
National Lottery Community Fund Funding officers by area; Awards for All funds "around 1 in 3"8. Macc's free Manchester funder sessions walk through it (one ran on 23 June 2026; next date not yet published)9 See arts, heritage and community
Arts Council England Relationship Managers run introductory Project Grants sessions with one-to-ones bookable on the day (third-party listing; ACE's own site could not be read)10 Same guide
Innovate UK Business Connect: competition briefings, drop-in clinics and showcases, several a week, mostly online11. Three North West Knowledge Transfer Advisers for KTPs12 Your monitoring officer is "the primary point of contact"; a clean delivery record is what your next bid rests on14
Investors NorthInvest: free readiness advice and pitch coaching, then a monthly virtual pitch event; founders pay nothing15. Octopus Ventures: a decline comes with "detailed feedback"17 "investors who reject you are some of your warmest leads for future fundraising"18
Public buyers Preliminary market engagement, pipeline notices, meet-the-buyer days (next section) A statutory assessment summary on every loss: public contracts

Paused: Innovate UK Business Growth

The free one-to-one specialist service says "New requests into the service, outside of the above, have been paused as part of the current planning cycle" (read 18 October 2026). Use the growth hubs' own programmes and the Knowledge Transfer Advisers instead.13

A Heritage Fund grantee on who to ask

Lost Peatlands (Neath Port Talbot), in the Fund's own grantee Q&A (November 2025, updated January 2026): "Start early ... reach out to others – colleagues, partners or even previous applicants – for feedback." Previous applicants know what the assessors asked.7

Investors: be a line, but pitch once

Advice Who said it What to do
"Meet your potential investors early." "Tell them you're not raising money yet but that you will be in the next 6 months or so…" "Keep these interactions low-key and short." Mark Suster, 201023 A first meeting is a dot: "I have no reference point from which to judge whether you were higher on the y-axis 3 months ago or lower." Give two points before you ask.
"Lines, Not Dots, is no longer a dominant strategy for founders today"; "VCs get tired of hearing the fundraising pitch of a company multiple times" Compound, 202124 Update, do not re-pitch. The deck comes out once.
"Take it as a given that potential Series A investors will backchannel and reference check with your current backers"; "no more than five firms at a given time" First Round Review, 201625 Align existing backers on one story; one entry point per firm; five conversations at most.
"Treat investors as saying no till they unequivocally say yes"; "Do breadth-first search weighted by expected value" Paul Graham18 Rank by chance of a yes times how good they would be; talk to weak prospects last.
"building relationships with investors on the ground is key to unlocking cooperative co-investment" Marc Shirman, GC Head of Equity Investment, February 202626 Northern rounds are syndicated. One local lead brings the others.
"Although some givers get exploited and burn out, the rest achieve extraordinary results" Adam Grant, Give and Take27 Give first, with a budget: two introductions a month, not open-ended availability (practice, not evidence).

Reverse pitches, Manchester, February 2026

The Growth Company and Bruntwood SciTech's Early-Stage Northern Showcase at Sister's Renold Innovation Hub drew 150+ attendees, 75+ pre-vetted Northern early-stage businesses and 50+ UK investors with about £30bn under management. Investors pitched to founders first, so founders learned how each fund decides before asking it for money. A repeat has not been announced.26

Public buyers: use the front door

What the Procurement Act 2023 guidance says

Preliminary market engagement (PME) "must be conducted in a way that does not give a supplier an unfair advantage or distort competition". It may be webinars, workshops, site visits, one-to-one meetings or "a simple invitation to prospective suppliers to get in touch". A buyer that runs PME must "publish a preliminary market engagement notice before it publishes a tender notice" or say in the tender notice why not. PME must not be used as "a means of tailoring a procurement to a particular supplier", and where an unfair advantage "cannot be avoided, the supplier must be excluded from the procurement".19

Allowed, and invited Where it is recorded Crosses the line
Answering a PME notice; supplier days; one-to-ones the buyer can offer to everyone who expresses an interest19 The PME notice on Find a Tender and the buyer's record of what was shared19 Information other suppliers do not get
Shaping the specification, process and award criteria during PME20 Your written response Asking for the specification to be written around your product19
Reading pipeline notices: buyers spending over £100m a year publish an 18-month pipeline of procurements over £2m within 56 days of their financial year start (YPO's June 2024 guide)20 Find a Tender Off-the-record lobbying of officers or councillors
Discussing which social value outcomes the buyer will prioritise (PPN 002, from October 2025)21 The PME record Gifts, hospitality, favours

Set the alerts once: Find a Tender by CPV code (Common Procurement Vocabulary) and buyer, covering pipeline, PME and tender notices; The Chest for North West councils, free, with email alerts (Chorley advertises everything over £25,000)22; Provider Selection Regime notices for NHS services (selling to the NHS). Follow every conversation with a short written note so your input is on the record (practice). Some councils read the rules more strictly and will not talk without a notice.19 Portals: finding tenders.

A routine a team of three can keep

The routine, start to finish
  1. One listfunders, investors and buyers in one spreadsheet, seven columns
  2. One conversation per targeta Project Enquiry, Q&A webinar, clinic or adviser call
  3. Alerts set onceFind a Tender by CPV code, plus The Chest
  4. Two rooms a monththe same ones each time, so you are remembered
  5. Quarterly five linesan update, never a re-pitch
  6. Log it the same daythe feedback is the asset

One list for funders, investors and buyers

Column Why it earns its place
Organisation, type (funder, investor, buyer), programme One list, three calendars
Named person, role, who introduced you You talk to people, not logos; "choose your entry point wisely"25
Cycle dates: next decision, round opening, pipeline date Heritage Fund decides monthly6; PraeSeed opens once a year28
Stage: cold, met, warm, applied, funded, declined Declined is warm18
Last contact, what they said, feedback received A lost tender's assessment summary goes here too
What you gave them Keeps giving deliberate27
Next action and date The only column you sort by

A spreadsheet is enough. Review it monthly: funder and buyer rows change slowly, investor rows quickly.

The quarterly five-line update

Subject: [Company], Q[n] in two minutes
1. The number that moved: [metric, value, date]
2. Shipped or proved: [one thing]
3. Who said yes: [customer, partner, grant or hire]
4. What we got wrong, and changed: [one line]
5. Next: [milestone, date]. Not raising (or bidding) yet; expect to in [month].
One ask: [specific and small, or none]

Send it to warm investors, your Knowledge Transfer Adviser or growth-hub adviser, and the funder officer you spoke to. Suster's list of what to report: "key hires, pilot customers, key tech innovations – whatever."23

One pre-application conversation per target

Before (20 minutes)
- The scope line you meet, quoted from their guidance
- One paragraph: the problem with a number, what you will do, what changes, cost, timing
- Three questions:
  1. Does this fit [programme]? If not, where does it fit better?
  2. What separates the applications you fund from the ones you nearly fund?
  3. When is the best time to apply this year, and who decides?
After (same day)
- Log what they said; send a two-line thank-you; diarise the date they named

Weak ask

Hi, we're an exciting AI start-up in Liverpool and would love to grab a coffee and pick your brain about funding options.

Strong ask

We are not raising for six months. Two facts: 14 paying clinics in Merseyside, and a DeepTech Catalyst Health award in review. One question: is a £300k pre-seed in health data something you lead or follow? Fifteen minutes in the next fortnight, at Venture Café or online.

The monthly rhythm

This week

Open the spreadsheet with the seven columns. Add five funders, five investors or advisers, five buyers. Book one pre-application conversation. Set the Find a Tender alert. Pick your two rooms.

The cheapest reliable doors

With no network at all, start at Daresbury's breakfast (100 to 150 people, investors and support programmes in the room, a 5,000-person online network behind it)40, Venture Café on a Thursday30 and a Sciontec clinic34. All three put you in front of campus business-support teams whose job is introductions.

Pitfalls

Checklist

Questions

Does talking to a funder before applying improve my chances?

No study measures it. What is measured: Esmée's invited route moved 88% of expressions of interest to full proposal in 2023 against 7% from the cold website route1, and 75% of groups taking one City of London Corporation team's advice chose not to apply.5 Talking first stops wasted applications; being known over time shifts the queue.

Yes, through preliminary market engagement under the Procurement Act 2023. The buyer must publish a notice or explain its absence, must not give any supplier an unfair advantage, and must exclude a supplier whose advantage cannot be avoided.19 Respond to PME notices in writing and keep to what is on the record.

Which North West networking events are free?

Venture Café Manchester every Thursday30, Sciontec's funding clinics34, Macc's funder sessions9, STAR and Lancashire County Council meet-the-buyer days6465, and chamber networking for members. Daresbury's breakfast does not state a price.39

How often should I update investors I am not yet raising from?

Quarterly, in five lines, with numbers. Suster's advice is to meet early, say you will raise in about six months, and keep contact "low-key and short".23 Do not re-send the deck: Compound's warning is that VCs tire of hearing the same pitch.24

What is a preliminary market engagement notice and where do I find it?

A notice on Find a Tender saying a buyer is talking to the market before a tender. It is your chance to shape the specification, process and award criteria.20 Set alerts by CPV code; pipeline notices from big spenders (procurements over £2m, 18 months ahead) usually come first.20

Do I need a warm introduction to raise investment in the North West?

It helps, and it is not the only door. NorthInvest takes direct applications and charges founders nothing15; Manchester Angels and PXN's PraeSeed take online applications5228; Fund Her North membership is free.54 Paul Graham's rule still applies: warm beats cold, and rank your list before you start.18

What should I log in a funder CRM?

Organisation and programme, named contact and introducer, cycle dates, stage, last contact and feedback, what you gave, next action and date. Sort by next action; review monthly.
