How to get on a framework, and win work once you are on it

Which frameworks matter for North West firms, when each opens, what joining costs, and how call-offs are actually won. A place is a licence to compete, not an order.

A framework is a list of approved suppliers that public buyers can hire from without running a full tender each time. Getting on one is a tender in itself; getting work from it is a second competition. This guide tells you which frameworks are worth the effort, when each next opens, what it costs, and how the work inside them is handed out.

  • A place is not revenue. In 2022-23, 3,926 of more than 9,500 suppliers with a Crown Commercial Service (CCS) framework place reported any sales through one1.
  • The tender notice must say how call-offs will be awarded, how many places there are, who can use the framework and what fee you pay. Read those lines before you decide to bid15.
  • Fees are charged only on work you win, as a fixed percentage stated in the notice. Access fees are banned14. Rates run from 0% to 11%; G-Cloud 15 charges 0.75%15.
  • Missing a window costs less than it used to. Open frameworks must reopen, and dynamic markets and dynamic purchasing systems (DPSs) take new members at any time, free1217.
  • The real work starts 9 to 15 months before a framework expires, not when the tender lands18.
  • If you cannot get on, sell through someone who is. GCA's advice to SMEs: "contact the listed suppliers"21.

The honest numbers

A place is not a sale

  • 72% of government's large contracts went through frameworks in 2021-22, up from 43% in 2018-191
  • £42bn went through Government Commercial Agency (GCA) agreements in 2025/26, a record2
  • 3,926 of 9,500-plus CCS framework suppliers reported any spend in 2022-231
  • 49 of 308 lots the NAO examined had a single supplier (24) or gave every contract to one supplier (25), 2022-231
  • 75% / 10.8% SMEs' share of GCA suppliers (2025/26) against their share of its direct spend (2024/25)23
  • 85% / 22% SMEs' share of the NHS's roughly 80,000 suppliers against their share of its third-party spend4
  • 0.7% CCS's average levy; providers charge 0% to 11%, and privately run frameworks hosted by small authorities 5% to 6%1
  • 0.75% G-Cloud 15's charge on what you invoice; about 90% of its over 4,000 suppliers are SMEs (August 2026)56

The NAO's count for CCS frameworks in 2022-23 shows the drop from a place to a sale1:

From a CCS framework place to a sale, 2022-23
9,500+Suppliers with a place on a CCS framework
3,926Suppliers reporting any spend through oneabout 41% at most

Frameworks are where the money flows, but it flows to few. On the two counts available, roughly a third to two-fifths of framework suppliers sell anything in a year (NAO for 2022-23; GCA's 4,400 "suppliers securing contracts" in 2025/26 against 13,142 on its agreements in 2024/25, measured differently)123. The SME share of GCA's direct spend has also slipped: 13.0% in 2022/23, 12.5% in 2023/24, 10.8% in 2024/253. Treat a place as a right to be asked, and bid only for frameworks whose users buy what you sell.

The rules in one table

Since 24 February 2025 the Procurement Act 2023 sets these rules for new frameworks. Older frameworks let under the 2015 Regulations keep their own terms to the end9.

Rule What the law says What it means for you
What a place is "In most cases a framework does not commit the authority to award any call-off"10 Forecast nothing until a call-off is signed
Length 4 years at most; 8 for utilities and defence; longer only with published reasons. Call-offs can run past the framework's end11 A missed four-year framework is a long wait; check the dates
Open frameworks Must reopen at least once in the first 3 years, then at least every 5, for 8 years in all; yearly reopening is allowed. Existing suppliers can stand on their earlier tender where places are unlimited12 Diarise the reopening; you can join at that point on the same basis as the first round
How call-offs are awarded Competition is the default. Award without competition is allowed only where the framework sets "an objective mechanism for supplier selection", such as a rotating "taxi-rank" or a "highest ranking" system13 The mechanism decides your strategy: price, ranking or written answers
Fees "Fees may be charged only to suppliers that have won a call-off", as a fixed percentage of its value, stated in the notice; charging for access "is not permitted"14 Build the fee into your price; never pay to join
Call-off notices No tender notice; no mandatory standstill or assessment summary. Award and contract details notices are still published; a voluntary summary is best practice15 Ask for the summary when you lose; you will not get one by right
Checks at call-off Exclusions re-checked before every call-off; extra conditions such as insurance can be added and must be met before award16 Keep your Central Digital Platform (CDP) record and certificates current
Dynamic markets Join "at any time"; no cap; no membership or access fee; no audited accounts (unless already required by law) or insurance demanded to join. Every contract is a competitive flexible procedure with a public tender notice and at least 10 days to bid, and a non-member who applies "must" be considered17 The fastest legal route in: see the notice, apply and bid in the same window

Utilities dynamic markets differ: their notices go only to members and they may charge membership fees17.

Read five lines of a framework tender notice before you bid

  1. Call-off route: competition, or award without it, and by what mechanism.
  2. Places per lot: five places and 200 bidders is a different bet from unlimited places.
  3. Users: every authority that may use it is listed. If your target buyers are not named, they cannot buy from it.
  4. Fee: the fixed percentage on call-offs.
  5. Term and reopening: when it ends, and for an open framework when it reopens.

All five must be in the notice15.

No accounts yet? Start where the rules help you

Dynamic market membership cannot demand audited accounts unless the law already requires them, or insurance before award17. G-Cloud 15, by contrast, tests financial standing at application and throughout5. Young firms should try the always-open DPSs and dynamic markets first, or subcontract (below).

  • NWUPC is in Salford and buys for most of the region's universities. Its tenders start six to twelve months before a framework expires, so read its frameworks list for expiry dates now38.
  • Fusion21 places local labour at the centre: Onward Homes' £9.5m retrofit of 343 homes in Kirkdale and Walton, Liverpool, reports 60% of the workforce "from the local region" (8 October 2026)46.
  • Procure Plus, owned by the housing sector and based in Old Trafford, reported £230m framework spend, £30m savings and 803 people supported into work in its 2026 value-for-money report49.
  • Bloom, registered in Altrincham, runs NEPRO Three and published a Cheshire East Council case study in April 202643.
  • Councils: Wigan's frameworks "are tendered by other organisations such as Government Commercial Agency or YPO"; Cheshire East uses "a public sector framework" or three portal quotes between £30,000 and the threshold. Both advertise their own work on The Chest555657. Liverpool called off GCA's RM6268 for 27 leased vehicles (£318,023.01, three years, July 2026)59.

When frameworks open, and how not to miss one

For digital and consultancy suppliers the next doors are fixed. The 18- and 36-month G-Cloud reopenings are arithmetic from the 6 August 2026 start; GCA has not published dates76262830:

The influence window is earlier. NHS Supply Chain asks suppliers to engage "during the 9-15 months prior to the expiry date"18; NWUPC tenders 6 to 12 months before expiry38; Fusion21 takes applications about nine months before renewal44. Preliminary market engagement is where lots and value bands are still open to argument, and buyers "can engage with everyone who expresses an interest"60. The sequence, using those owners' timings1838155:

How call-offs are won

Know which mechanism you are on

Framework How work is awarded What wins
G-Cloud 15 Without competition: the buyer picks a lot, applies platform filters (taxonomy, social value, standardised technical), reviews the items left and will "award to the supplier with the lowest price". Or a competitive selection by request for proposal5 Being found by the filters, then the lowest price for what passes them
DOS7 "further competition only"; "Each procurement can only be awarded to a single supplier"26 The written answer to that buyer's requirement
MCF4 "Further competition is the standard route"; direct award only in "specific circumstances"28 The written proposal; your rates are visible in the filtering tool
FM (RM6232) The buyer invites "all compliant suppliers" in the lot's value band32 Being in the band your contracts actually fall in
NWUPC Direct award to the top-scoring supplier when the requirement matches the specification; otherwise a mini-competition "in writing to all awarded suppliers"39 Your framework tender score, then the mini-competition
Procure Plus "Direct Selection" or "With Competition"; average call-off 2.3 years4749 Matching the specification; delivery that landlords renew

Response times are set call-off by call-off. Bloom quotes "as little as 14" days for a direct award and 24 for a mini-competition; dynamic market contracts allow at least 10 days to bid; GCA does not publish DOS7 windows4217. Keep a bid library ready.

Price for the whole term

G-Cloud 15 bans "Price on Application", "Prices 'from £x per day'" and bare price ranges. On Lots 2a, 2b and 3 there are "No increases permitted within each framework term", and buyers may not negotiate individual reductions. You can cut prices or add time-limited and volume discounts at any time5. So publish a price you can live with for years, with the 0.75% charge inside it, and keep discounts in reserve.

Call-offs last. GCA's launch release says "up to 60 months"; the supplier guide allows up to 5 years plus 3 of extensions on Lots 1a and 1b, and 4 plus 2 on Lots 2a, 2b and 365. A loss-making rate is a long problem.

Write a listing the filters find

The buyer's first cut is a filter, not a reader. Use the buyer's words for what you do, and fill every taxonomy, social value and technical field.

Weak (hypothetical)

Our award-winning, innovative platform transforms how public bodies engage with residents. Flexible pricing to suit every budget: price on application. Contact us for a demo.

Strong (hypothetical)

Online booking and waiting-list software for council leisure centres and community venues. Residents book and pay online; staff handle cancellations and waiting lists on one screen. UK-hosted; Cyber Essentials Plus. £[X] per venue per month, all features included; set-up £[Y] per venue, one-off; 10% off for 10 or more venues, for 12 months from order. Social value: two paid placements a year for local young people not in work, reported each quarter.

The strong version names the user, the job and the setting, gives a fixed price the rules allow, and makes a social value commitment that can be counted. G-Cloud 15 assesses social value against the PPN 002 model, "based on quality, not quantity"5.

Answer the call-off as a fresh bid

Call-offs use only the framework's award criteria, which the buyer may refine13. The withdrawn DOS guidance is still a good discipline: "If you do not say you have all the essential skills and experience listed, you will not be eligible", with evidence "up to 100 words per example"27. How to write the answers: Writing the bid.

CALL-OFF RESPONSE CHECK
[ ] Route: direct award, mini-competition or further competition? Deadline? Clarification date?
[ ] Criteria and weights copied from the call-off documents
[ ] Every essential requirement answered by name, with evidence
[ ] Conditions added at call-off (insurance level, Cyber Essentials): met before award?
[ ] Price from the framework rate card; fee included; no rise above the published rate
[ ] Social value: commitments you will deliver, in the buyer's measures
[ ] CDP record current; subcontractors named
[ ] After award: ask for a voluntary assessment summary, win or lose

Work the relationship, on the record

Each GCA agreement has a named commercial agreement manager23. On G-Cloud 15 you must answer GCA within 2 working days and resolve issues within 5, and suppliers with "nil spend reported" get surveys from month six5. GCA offers a "Supplier marketing toolkit" for promoting your place24. Use market engagement sessions and supplier days rather than private lobbying: a supplier given an unavoidable unfair advantage "must be excluded"60.

Sell through a prime when you are not on the framework

GCA's guide to SMEs: "Review live agreements for your expertise and contact the listed suppliers", and ask for "a work share agreement or a pipeline of upcoming work". It names the risks, "Possible late payment from prime contractors" and "White labelling", and the neutral vendor agreements where SMEs onboard under the prime (Print Marketplace 2, Buying Better Food and Drink, Workforce Solutions)21. The Act implies 30-day payment terms into public sub-contracts62. Scape's frameworks are built this way, through 22 delivery partners53; NHS Supply Chain accepts supply "through a distributor that is already on a framework"18.

Count the cost of places you never use

Every place carries admin. On G-Cloud 15 you file management information monthly, a nil return if nothing sold; two missed reports in six months trigger a "Default Management Charge" of the six-month average charge or £500, whichever is higher, and unpaid charges can lead to suspension8. GCA also wants an annual self-audit certificate; NWUPC wants quarterly spend reports2338. The NAO counted 8,000 to more than 21,000 public frameworks and found the duplication raises "bidding costs for suppliers"1.

The fee itself is small next to that, but it ranges from £700 to £11,000. On a £100,000 call-off, ex VAT, at the top of each published rate (NAO figures are 2022-23)155142:

Fee on a £100,000 call-off, at the top of each rate
CCS average£7000.7%
G-Cloud 15£7500.75%
Procurement Hub£2,0000.15% to 2%
YPO£2,0000.4% to 2%
NEPO£2,5000.5% to 2.5%
ESPO£5,000up to 5%
Bloom£5,0005%
Privately run, small-authority hosts£6,0005% to 6%
Highest the NAO found£11,00011%

Keep a place only if its users buy what you sell. Check the contract award notices for who is winning its call-offs, and drop the rest at the next reopening.

Real examples, and why they worked

Fusion21: a £9.5m retrofit called off a decarbonisation framework (Liverpool, October 2026)

Onward Homes appointed Sustainable Building Services "from a pre-qualified supply chain" on Fusion21's Decarbonisation Framework (Lot 1, Whole House Decarbonisation) for a "£9.5 million retrofit programme" on "343 terraced homes in Kirkdale and Walton", funded by Warm Homes: Social Housing Fund Wave 3. "60% of the total workforce employed on the project are from the local region"; two local labourers came through Everton in the Community. Phases finished in May 2026; the programme runs to March 202846.

Why: Fusion21 does not say whether this was a direct award or a mini-competition, or whether the contractor is an SME. What it shows is the two things the owner publishes: pre-qualification, then delivery on local jobs. Fusion21 reports 19,433 "Employment & apprenticeships outcomes" across its frameworks45, so a supplier that helps produce them is the one its members can point to.

Procure Plus: what a housing framework reports to its members (2026)

"Total Framework Spend £230M"; "Total SAVINGS £30m"; 803 people supported into employment, 84% from priority groups, 79% in work at three months; call-offs averaging 2.3 years. Its merchants arrangement delivered "total contract savings of 10%" and won an external contract with Trafford Housing Trust. On its retrofit DPS: "The potential to admit contractors during the term has enabled us to grow our level of SME engagement in each region"49.

Why it matters to you: the owner is judged on savings and employment, so those are the numbers to put in your tender and your call-off answers. And the DPS, not the closed framework, is where Procure Plus says SMEs came in.

Liverpool City Council: a framework further competition, scored (Cabinet, 13 October 2026)

Five suppliers on ESPO's Parking Management Solutions framework competed for a penalty charge and permit system (£806,814.79 ex VAT, up to seven years). Weightings: technical 60%, social value 10%, price 30%. The winner scored 91.56; the cheapest bidder, with full marks on price, came third on 80.0658.

Why: the winner gained 7.50 points on technical answers and 9.24 on social value (10 out of 10, scored relative to the best offer) and gave up 5.24 on price: a net 11.50. A framework place got all five into the room; the answers decided it. Full breakdown: Writing the bid.

Pitfalls

Pitfall What it costs Fix
Treating a place as revenue Hiring or borrowing against work that never comes; 3,926 of 9,500-plus CCS suppliers sold anything1 Forecast zero until a call-off is signed; keep selling direct
Paying a "framework consultant" for access Money for something no one can sell: access fees are banned and places are won on the tender14 Pay for writing help by the day if you need it, never for a "place"
Missing the window G-Cloud is closed between reopenings; NHS Supply Chain and NWUPC take no one mid-term71838 Watch-list with expiry minus 15 months; join the mailing lists
The wrong lot On FM, a supplier in the up-to-£1.5m band sees only that band's competitions; buyers may cap how many lots one supplier can win3261 Pick the lot your typical contract fits; check lot caps in the notice
Unpriced promises G-Cloud prices cannot rise in the term; social value offers become contract terms558 Price every commitment; offer only what you will deliver and report
Missed management information Admin fees, then a charge of at least £500, then suspension8 One named person, a diary date each month, nil returns filed
Target buyers not on the user list A place no one you sell to can use15 Check the notice's list of authorities before bidding

Questions

What is a framework agreement in public procurement?

A contract between a public buyer and one or more suppliers that sets the terms for future contracts, called call-offs. "In most cases a framework does not commit the authority to award any call-off"10. Under the Procurement Act 2023 it lasts up to 4 years (8 for utilities and defence) unless the notice justifies longer11.

Does getting on a framework guarantee work?

No. In 2022-23 more than 9,500 suppliers held CCS framework places, but 3,926 reported any spend, and the NAO found 49 of 308 lots where one supplier took everything1.

How do I get on G-Cloud 15?

Applications were closed at 18 October 2026. G-Cloud 15 started on 6 August 2026 and reopens after 18 months (about February 2028; GCA has not published the date) and again after 36 months. What is the difference between a framework and a dynamic market?

A framework admits suppliers at set points, through a tender. A dynamic market, which replaces the DPS under the Act, takes applications at any time, free, with no cap on members. Each contract under it is advertised by public tender notice with at least 10 days to bid17.

How much do framework fees cost suppliers?

Only what the notice states, as a fixed percentage of call-offs you win; access fees are banned14. The NAO found 0% to 11% across providers, with CCS averaging 0.7%; G-Cloud 15 charges 0.75%, Bloom 5% and Procurement Hub 0.15% to 2%154251.

Can I join a framework after it has started?

Usually not. NWUPC says "you would need to take part in the next tender process", and NHS Supply Chain's awarded suppliers "remain in place for the duration"3818. Open frameworks let you in at each reopening, and dynamic markets and DPSs at any time1217.

How are call-offs awarded under a framework?

By competition between the framework's suppliers, or without competition where the framework sets an objective rule, such as a rotating "taxi-rank", a ranking, or G-Cloud's lowest price after filters. Call-offs carry no mandatory standstill or assessment summary13155.

How can a small business win work on a framework it is not on?

Subcontract to a supplier that is. GCA tells SMEs to "contact the listed suppliers" and ask for a work share agreement; some GCA agreements onboard SMEs under a neutral vendor, and NHS Supply Chain accepts supply through a distributor already on a framework2118.
