The public sector will pay the full cost of developing something it needs, through a contract rather than a grant. This guide covers how Contracts for Innovation and SBRI Healthcare work and are scored, what the NHS must see before it can buy from you, and where in the North West to start.
- Contracts for Innovation (formerly SBRI) is "a procurement of R&D services": "100% of eligible costs will usually be covered", one legal entity, prices include VAT, no profit. You keep the IP; the challenge owner "retains free usage rights to foreground intellectual property". It "is never considered a subsidy", so there is no match funding and no subsidy-control cap.1257
- At 18 October 2026 three competitions were open (closing 28 October and 4 November 2026), and SBRI Healthcare's only live call was the NHS Cancer Programme Open Call 4 (14 October to 1 December 2026, up to £3m a project).32416
- The odds: 25% of Phase 1 firms were shortlisted for Phase 2 (2008 to 2020) and about 1% of competitions ran a Phase 3. A contract is not a customer.9
- Healthcare services are bought under the Provider Selection Regime (since 1 January 2024, no minimum value); goods and non-clinical services under the Procurement Act 2023.2425
- Software needs DTAC on the February 2026 form (the old one should not be used from 6 April 2026). Devices need MHRA registration and UKCA or CE marking. NHS Supply Chain wants UKAS-accredited ISO 9001 or 13485 at tender.2831

The reality
- £788m awarded through SBRI competitions, 2008 to 20209
- 25% of Phase 1 firms shortlisted for Phase 2, average Phase 2 award £492k (2008 to 2020)9
- About 1% of SBRI competitions had a Phase 39
- £182m+ awarded by SBRI Healthcare since 2013; 379 products, 176 sold into the NHS14
- £295,986 median North West SME Contracts for Innovation award, projects starting 2024 to 2026 (eight contracts)55
- No new products added to the MedTech Funding Mandate for 2026/2730
A contract is not adoption
Firms in the 2022 evaluation felt public partners "often didn't understand the fact that innovation often happens in stages".9 SBRI Healthcare's support page lists events and clinics, not a route from award to purchase order.23 Plan the procurement step from day one.
Grant, contract or tender: know which table you are at
| Innovate UK grant | Contracts for Innovation | SBRI Healthcare | Ordinary tender | |
|---|---|---|---|---|
| What it is | A subsidy for your project | "a procurement of R&D services"2 | "not a research grant and follows pre-procurement rules and does not constitute state aid"15 | A purchase of a specified thing |
| Share of costs | 70/60/50% (feasibility and industrial research), 45/35/25% (experimental development) by firm size11 | "100% of eligible costs will usually be covered"57 | 100%; "No match funding is required"15 | Your price |
| Profit | None | Costs at "fair market value" and must "not include profit"5 | Licences "at costs and no profit"18 | Yes |
| VAT | "Grant funding lies entirely outside the scope of VAT"10 | Budgets quoted inclusive of VAT; "VAT is the responsibility of the invoicing business"3 | Budgets exclude VAT; invoice "with 20% VAT in addition to the NET cost"15 | Plus VAT |
| Subsidy control | Applies | "never considered a subsidy under the Subsidy Control Act 2022"1 | "does not constitute state aid"15 | Not relevant |
| IP | Yours | Yours; the challenge owner "retains free usage rights to foreground intellectual property"1 | "retained by the applicant", with royalty-free non-exclusive licences to the funder15 | Per contract |
| Paid | Claimed against costs "incurred and paid"10 | "all payments are made monthly in arrears on submission of an invoice"3 | Milestones, staged | On invoice |
| Who applies | Single or consortium | "a single legal entity only"57 | "individual legal entities"15 | Any |
Decision rule: if a public body has already written your problem down as its challenge, a contract beats a grant on cash and on evidence. If only you think it is a problem, it is a grant or an investor conversation. See Winning Innovate UK grants and Know your market.
Contracts for Innovation: rules, phases and scoring
Phases, and what the data says about each
A challenge owner (department, agency, council or NHS body) states a need and pays for it to be met. Competitions "can be run in as many phases as required", each phase "must involve at least two funded suppliers and fund at least 50% R&D activity", and "There is no minimum or maximum size of contract award". Any size of organisation, UK or overseas, can bid if most of the work and spend is in the UK.13 Over 100 public bodies have put more than £1.5 billion through the route.1
Phase 1 must put at least 50% of contract value into R&D services, and contracts open in October 2026 ran £20,000 to £500,000; the 2008 to 2020 record for later phases comes from the 2022 evaluation, which put benefits to firms at "around 1.5 to 4 times the costs".573249
- Phase 1 Feasibilityat least 50% R&D; £20k to £500k in October 2026
- Phase 2 Prototype25% of Phase 1 firms shortlisted; average £492k
- Phase 3 Demonstratoronly if the buyer chooses; about 1% of competitions
- Purchasea separate procurement under the Act or the PSR
The three competitions open at 18 October 2026
These close in late October and early November 2026; after that, read the table as a guide to typical sizes and timings. Live competitions are on Bearings at explore.html?q=contracts+for+innovation.
| Competition (challenge owner) | Pot; contract size, incl. VAT | Length | Closing date (11am) | Contracts; decision |
|---|---|---|---|---|
| Counter-UAS (drone) demonstrations in prisons (Ministry of Justice)3 | £900,000; £40,000 to £80,000 | Up to 2 months | 28 October 2026 | 11 to 22; 15 December 2026 |
| Innovation in play to improve child outcomes (UKRI with DfE), "phase 1 of a potential 3 phase competition"257 | £3m; £200,000 to £500,000 | 12 months from 1 February 2027 | 28 October 2026 | Up to 15; 4 December 2026 |
| Battery innovation for dual use and defence, Phase 14 | £2m; £20,000 to £50,000 | Up to 3 months | 4 November 2026 | Up to 40; 30 November 2026; Phase 2 "yet to be confirmed" |
How it is scored
Gates first: eligibility, scope ("the Innovation Lead's scope decision is final") and, for the play competition, a theory of change: "applications submitted without a clear theory of change will be unable to proceed to assessment".657 Then three independent assessors (five for the battery round) mark questions 7 to 13. The average must clear a threshold, a portfolio approach can pass over a higher scorer, and there is no appeal.346 Download the competition's assessor guidance from its IFS page before you draft.
| Scored question (IFS 2573)2 | The buyer's test | What earns the marks |
|---|---|---|
| 7 Proposed idea | Does it meet the challenge? | The brief's own wording and the measurable outcome you will hit |
| 8 Technical project summary | Is the approach valid? | Method, what exists today, what the phase proves, how you will know |
| 9 State of the art and IP | Novelty and freedom to operate | Named alternatives and their limits; your IP and the rights the buyer gets |
| 10 Project plan and methodology | Deliverable in the time | Milestones matching the monthly payment schedule; risks with owners |
| 11 Technical team and expertise | Can you do it | Named people, days, gaps and how you fill them |
| 12 Costs and value for money | Market value, no profit | Real day rates and overheads: "Costs that are considered unreasonable will be rejected"5 |
| 13 Commercial potential | Will anyone buy it afterwards | Who procures it, by what route, at what price, what Phase 2 must prove |
"Developments are 100% funded and focused on specific identified needs." "The terms of the contract are non-negotiable".2 Solve their problem, on their paper, at cost.
Question 7 structure (one paragraph each)
1. The challenge, quoted from the brief, and the outcome measure it names
2. Where the challenge owner is today (its numbers, its current workaround)
3. What this phase will demonstrate, by when, measured how
4. Why that evidence lets them run Phase 2 or buy
5. What they get to keep: deliverables, data, usage rights to foreground IP
Payment is monthly in arrears on invoice, so you carry the spend first. Set the rate to 100, claims to monthly, and the payment lag to your own estimate:
North West contracts, 2024 to 2026
Innovate UK's funded-projects dataset (3 September 2026) lists Yudu, Clitheroe, £296,827 for out-of-band incident management ("Cyber scale in critical sectors", from September 2026); Digital Transit, Lancaster, £114,178 for an AI-searchable rail hazard log ("FOAK26"); Ainostics, Manchester, £1,194,552 for an AI dementia-risk biomarker ("SBRI: Dementia Mission Bio-Hermes 2 - phase 3", May 2024 to July 2026); and Agreka Build, Nantwich, £153,816 (2025), between a Smart grant and an Investor Partnerships grant. Six more North West firms held 2025-26 contracts of £99,960 to £299,909. The dataset gives amounts, not reasons. What the winners share is a named buyer's stated problem, which is question 7.55
Do not budget Phase 1 as if Phase 2 follows: three in four Phase 1 firms were not shortlisted (2008 to 2020).9 Price Phase 1 so its deliverables stand alone: a validated need, a buyer relationship and evidence for a grant or investor.
SBRI Healthcare: the NHS's own contract route
What it is, and what was open at 18 October 2026
SBRI Healthcare is "funded by NHS England in partnership with the Health Innovation Network", run by LGC since 1 April 2019; "Competitions are clinically themed based on NHS unmet need".1213 Since 2013 it reports £182m+ awarded, 379 products, 176 sold into the NHS and £1.26bn of private investment raised.14
| Call | Money | Status at 18 October 2026 |
|---|---|---|
| Themed competitions (Competition 27, 2024, digital mental health)20 | "up to £200,000 (NET, excluding VAT) per innovation for up to 12 months" | None since September 202422 |
| Phase 3 competitions (Competition 26, stroke)21 | Cap "£500,000 excluding VAT" | None since 202422 |
| Cancer Open Calls 1 to 319 | £9m to eight innovations; £12.1m to six; £14.4m to seven (July 2025) | Closed |
| Open Call 4: Real-World Implementation and Evaluation Fund1617 | "100% funded up to the total value of £3M (excluding VAT) over a maximum of 24 months" | 14 October to 1 December 2026, 1pm; interviews week of 8 March 2027; contracts start by 30 April 2027 |
| Open Call 4: Innovation Spread Fund1615 | Up to £5m (excl. VAT) over the first 24 months of up to 36; ICBs or Cancer Alliances lead | "approximately £18 million" across both funds |
Open Call 4's dates come from its competition page (which calls them tentative) and Invitation to Tender:1617

The rules mirror Contracts for Innovation: individual legal entities, IP "retained by the applicant", overheads "usually up to 15-20% of the total costs", and you invoice net plus 20% VAT.15 Outside cancer, look at Contracts for Innovation, the NHS Innovation Service and the Health Innovation Network accelerators below, and set an alert for a Competition 28.
How Open Call 4 is judged, and what to write
A panel "with complementary clinical, implementation and commercial expertise" scores against weighted criteria.17
| Criterion (ITT, shortened)17 | Weight | Put it in writing as |
|---|---|---|
| Challenge fit; impact on productivity or early cancer diagnosis | 20% | Pathway, baseline volumes, delay or cost today, the metric that moves (NHS England's impact analysis is built from your figures) |
| "How convincing is the evidence base" | 20% | Your best real-world data, with dates, sample size and setting |
| Plan, risk and "independent evaluation plan" | 20% | Named evaluator; "A full scoped Evaluation Strategy", logic model, Data Metric Mapping and Gantt chart; at least six months' set-up18 |
| Competitive advantage, innovation, IP | 10% | Standard of care today and why you beat it |
| Commercialisation and adoption, "including a comprehensive sustainability plan for carbon reduction" | 10% | Procurement route (framework, PSR, Supply Chain), price, who commissions in year three |
| Team | 10% | Named clinical lead and implementation coordinator per site (up to 11 sites, "at least one NHS site specifically for the intended cancer use")18 |
| Equity of access and public involvement | 5% | Which communities, how involved, what changed because of them |
| "Are the costs justified and appropriate?" | 5% | Net of VAT, "only true excess costs"; "Full Economic Costing (FEC) is not covered"18 |
Shortlisted applicants get external peer and public reviews, see "the anonymised reviewers' comments", then present for 10 to 15 minutes to a panel that includes "patient/public representatives". Answer every comment.1715
What the panel must see first
"clinical efficacy and safety must be demonstrated, and the involvement of appropriate clinical partners based in England and an independent evaluator is mandatory".17 Also: "a CE mark or equivalent regulatory approval obtained", UKCA by June 2028 (devices) or June 2030 (IVDs), DTAC "if relevant", and "Digital interventions must consult the NICE Digital Health Technology Framework".18
Weak (invented)
Our AI triage platform will transform cancer pathways across the NHS, reducing waiting times and saving millions. We have strong interest from several trusts.
Strong (invented)
At Site A, 1,400 urgent suspected-cancer referrals a month wait a median of 11 days for first triage (trust data, April to June 2026). In clinical use there since March 2026 under a DCB0160 safety case, the tool cut that to 2 days in a 300-patient service evaluation. Proposed: 24 months across four named trusts, evaluated independently by [university unit] on days to first triage and the 28-day faster diagnosis standard. Adoption: ICB commissioning from year three via the [named] framework at £X per referral.
An audit in the 2025-26 annual review found the process "perceived to be complex and challenging, in particular by neurodivergent entrepreneurs and first-time applicants".19 Use the launch events, drop-in clinics and the NICE META Tool ("a rapid, high level, payer-perspective assessment").23
Selling to the NHS: two rulebooks and the gates before any order
Which rules apply
| You are selling | Rules | Key facts |
|---|---|---|
| A healthcare service (clinical, diagnostic, community, mental health) to NHS England, an ICB, a trust or a council | Provider Selection Regime2425 | Since 1 January 2024; "There is no minimum threshold for application of the regime"; notices on Find a Tender |
| Goods, software, devices, consultancy, estates, cleaning | Procurement Act 20232426 | Since 24 February 2025; trusts publish notices from £12,000 including VAT |
| A mix | PSR if Regulation 3 is met24 | Ask the buyer which regime it has chosen |
The Act's mechanics are in How public procurement works now; buyer-by-buyer rules are in Who buys.
The Provider Selection Regime
Five key criteria decide awards: quality and innovation; value; integration, collaboration and service sustainability; improving access, reducing health inequalities and facilitating choice; and social value, weighted at least 10% in NHS-led processes.2524
| Route | When used | Your way in |
|---|---|---|
| Direct award A | Only one provider can deliver | None, unless you are that provider |
| Direct award B | Patient choice services | Qualify and "express an interest" |
| Direct award C | Contract expiring, not changing "considerably" (materially different, or at least £500,000 and 25% more), incumbent satisfactory | Written representations in the first eight working days of standstill |
| Most suitable provider | Authority picks without a competition | Intention notice: make yourself known in writing within the 14 days; then eight-working-day standstill |
| Competitive process | Open competition | Published criteria, bid, eight-working-day standstill |
Challenges go to the authority, then to the Independent Patient Choice and Procurement Panel, which advises only; "there is no fee for requesting a panel review".25 Save a Find a Tender search for PSR intention notices in your service area this week: under the most suitable provider route the 14-day window is the only door.
The gates: what "NHS-ready" means
| Gate | What it is | Who needs it, and the trap |
|---|---|---|
| DTAC2829 | NHS England's assessment framework for digital health technology: clinical safety, data protection, technical security, interoperability, usability and accessibility | Any software-based product. The buyer runs it, even on trials; no third-party certificate is endorsed; new form February 2026, old form not to be used from 6 April 2026 |
| Clinical safety (DCB0129, DCB0160) | Standards that "help manage clinical risks in Health IT systems", with a clinical safety officer2829 | Every health IT supplier; start the hazard log before the pilot |
| Data Security and Protection Toolkit; ICO | Used alongside DTAC, which does not replace device certification or ICO registration28 | Anyone handling patient data |
| MHRA registration; UKCA or CE | Required by NHS Supply Chain for devices; SBRI Healthcare wants CE or equivalent now, UKCA by 2028 or 20303118 | Device and IVD makers; software making a clinical claim may be a device |
| UKAS ISO 9001:2015 or 13485:2016 | Covering sales, manufacturing, storage and distribution; "Committing to obtain certification is not sufficient", though a certification body's letter confirming the process has started is accepted31 | Every NHS Supply Chain bidder |
| Net zero and social value | Carbon Reduction Plan, Evergreen assessment, Supplier Roadmap, Modern Slavery Assessment Tool, "a minimum 10% Net Zero and Social Value weighting"31 | Supply Chain bidders now; every NHS supplier under the roadmap below |
| Cyber Essentials Plus | Where PPN 014 applies31 | Suppliers handling sensitive data |
| Financial standing | "For the majority of our framework awards, there is no intention to exclude a supplier on the grounds of their financial standing"; firms under 12 months old may be asked for a guarantee33 | Start-ups: offer management accounts and a guarantee |
NHS England's Net Zero Supplier Roadmap tightens each year, so a Carbon Reduction Plan written now is the floor, not the finish:58
- 10% minimum net zero and social value weighting in all NHS procurements
- Carbon Reduction Plan for new contracts above £5m a year
- Carbon Reduction Plan for all new NHS procurements
- Publicly report targets and emissions, Scope 1, 2 and 3
- Carbon footprints for individual products
- Qualify only with published progress reports
Work up the gates in this order; each is cheaper done before a buyer asks (an order drawn from the gates above, not an official sequence).352831
- 6Framework listing or PSR awarda route to repeat orders
- 5ISO 9001 or 13485, Carbon Reduction Planbefore a Supply Chain tender
- 4MHRA registration, UKCA or CEif it is a device or IVD
- 3DTAC pack, DSPT and ICObefore a trust can trial software
- 2Clinical safety case and hazard logbefore any pilot
- 1NHS Innovation Service and your Health Innovation Networkfree, routes you to the right bodies
NICE and the MedTech Funding Mandate
NICE's own pages could not be checked for this guide, so its current programmes are not described here. The MedTech Funding Mandate (from 1 April 2021) needs positive NICE Medical Technology or Diagnostic Guidance, savings within three years and a national budget impact of no more than £20m a year; for 2026/27 "the Policy will remain live, however, no new products will be added".30 So no national mandate will carry a new product into trusts this year. A NICE Early Value Assessment still counts with investors: Manchester spin-out CareLoop raised £1.8m in January 2025 citing one.56
Where orders come from
| Route | Portal | What to know |
|---|---|---|
| A trust or ICB buying direct | Atamis, the "single eCommercial system"3637 | Each buyer's portal "has its own unique link", so register per buyer; Wrightington, Wigan and Leigh uses EU Supply and Multiquote instead3840 |
| NHS Supply Chain | Jaggaer; tenders on Find a Tender; Procurement Calendar31 | One route instead of "knocking on more than 250 NHS trust doors"; a Medical Technology Innovation Dynamic Purchasing System; self-serve first, then the category buyer32 |
| NHS Shared Business Services | Find a Tender plus SAP Ariba39 | "We don't charge suppliers to appear on our framework agreements" (a nominal fee on sales) |
| Pre-market engagement | Preliminary market engagement notices on Find a Tender27 | Buyers publish one before a tender or explain why not; a supplier left with an unavoidable unfair advantage "must be excluded from the procurement" |
| NHS Innovation Service | innovation.nhs.uk35 | "a free, online platform" routing you to MHRA, NICE, NIHR, HRA, Supply Chain and NHS England; it does not fund or guarantee uptake |
The North West route in
Two Health Innovation Networks, one each side of the M62
Health Innovation Manchester offers "bespoke advice and analysis on the steps you should be taking to progress your innovation", from "clinical trials, Real World Evaluation and market needs analysis, to procurement and adoption". Use its Submit an Innovation form and say if you have used the NHS Innovation Service.4142 It leads the £6.7m Greater Data Accelerator.47
Health Innovation North West Coast covers "Cheshire, Merseyside, Lancashire and South Cumbria" (about 4.1 million residents). It offers introductions, funding advice, real-world validation, value propositions, business cases and IP advice, plus the Digital North, Excel in Health and Momentum accelerators; contact Mike Kenny, Associate Director of Innovation and Industry Partnerships. Neither network's page says which services are free.4546
Events below were listed at 18 October 2026. Once dated ones pass, use them as a guide to the yearly calendar and check the organiser's page.
| When | Event | Why go |
|---|---|---|
| 19 October 2026 | Healthcare Procurement Ready, Citylabs 1.0, Manchester (Health Innovation Manchester)43 | "Ask the Buyer" panel with Manchester University NHS FT and Northern Care Alliance; frameworks and routes to market |
| 20 October 2026 | Bionow BioIgnite, Sci-Tech Daresbury52 | The North West life-sciences circuit; Bionow's Oncology Conference at Alderley Park was set for 26 November 2026 |
| 22 October 2026 | Health Innovation North, Newcastle Gateshead (the four northern networks)44 | 300+ delegates in 2025 |
| Last Thursday of each month, listed to March 2027 | NHS Supply Chain innovation webinars (online)34 | How Supply Chain buys innovation; its North West Advisory Forum was set for 30 November 2026 |
| 18 to 19 November 2026 | HCSA Annual Conference, Telford34 | NHS procurement professionals in one room |
| 16 to 17 June 2027 | NHS ConfedExpo, Manchester (listed by Tussell; not confirmed with the organiser)53 | NHS leadership on home turf |
Places and money
The Liverpool City Region Life Sciences Innovation Zone (£160m from MHCLG over ten years) runs the Paediatric Open Innovation Zone at Alder Hey, CHI-Zone and a Proof of Concept Fund of "up to £55k".48 DeepTech Catalyst Health at Sci-Tech Daresbury offers up to £50k of R&D funding and a £10k voucher; no 2026-27 window was published at 18 October 2026.49 Medicines Discovery Catapult at Alderley Park offers "R&D consultancy, Collaborative R&D services, and grant support".50 LYVA Labs' Incubator (health and life science track, up to £25k day-one investment) took applications 1 to 29 October 2026.51
Beyond the NHS, and turning a pilot into evidence
Challenge owners in 2025-26 ranged from the Ministry of Justice and DfE to rail, clean air, cyber, connectivity, batteries and the Dementia Mission.32455 Connected Places Catapult runs open calls for transport, local-government and HMGCC buyers.54 None of this guide's sources shows a North West council's own innovation challenge; watch The Chest and coming-soon.html.
A funded pilot is the strongest route-to-market evidence a grant assessor accepts. Innovate UK's top band reads: "Target customers are identified along with the value proposition to them. The routes to market and how profit, productivity and growth will increase is identified and evidenced."7 Its guide warns that "Many projects fall down on the route to market aspect".8
Pilot evidence sheet (agree before the pilot starts)
Site and segment: [trust / department / council service]
Baseline: [the customer's cost, time or outcome today, with source]
Success threshold: [the number that counts as a pass]
Who pays what: [even a token fee moves this from "say" to "do"]
Next step if passed: [purchase order, framework call-off, PSR route, Phase 2]
A pilot is not a procurement
The trust that piloted you must still buy under the PSR or the Act. Write the procurement route into the pilot agreement, and give the site a shareable write-up of what it learned: a supplier left with an unfair advantage may be excluded from the procurement that follows.27
Checklist: NHS-ready
Questions
Is Contracts for Innovation a grant?
No. It is "a procurement of R&D services": 100% of eligible costs usually covered, no profit, prices inclusive of VAT, paid monthly in arrears, and "never considered a subsidy", so there is no match funding.25731
Do I need match funding for SBRI Healthcare?
Not for the Real-World Implementation and Evaluation Fund: "No match funding is required". Budgets exclude VAT and you invoice net plus 20% VAT.15
Who owns the IP from an SBRI or Contracts for Innovation project?
You do. In Contracts for Innovation the challenge owner keeps free usage rights to the foreground IP; at SBRI Healthcare "Intellectual property rights are retained by the applicant", with royalty-free non-exclusive licences to the funder.115
What are my chances of reaching Phase 2?
The only published figure is from the 2008 to 2020 evaluation: 25% of Phase 1 firms were shortlisted for Phase 2, average award £492k. No current competition publishes a success rate.9
Is SBRI Healthcare open now?
At 18 October 2026 the only live call was the NHS Cancer Programme Innovation Open Call 4 (14 October to 1 December 2026, up to £3m a project excluding VAT). No themed competition had run since Competition 27 in September 2024.1622
What is DTAC and do I need it?
DTAC is NHS England's assessment framework for software-based digital health technology. Buyers apply it to purchases and trials, on a new form from February 2026 (the old form should not be used from 6 April 2026). It sits alongside device certification, ICO registration and the Data Security and Protection Toolkit.2829
Does selling a service to an NHS trust go through the Procurement Act?
Not if it is a healthcare service: those fall under the Provider Selection Regime from 1 January 2024, with no minimum value. Goods and non-clinical services fall under the Procurement Act 2023 from 24 February 2025.2425
How do I find NHS pre-market engagement?
Watch Find a Tender for preliminary market engagement notices and PSR intention notices, use the Atamis "View our Live Opportunities" search, and follow NHS Supply Chain's Procurement Calendar and monthly innovation webinars.27253732
